In 1963 Admiral Collins of CenPacFlt assigned Petty Officer "Pencils" Coleman the task of delivering Top Secret information for Vietnam's Operation Market Time.
Soon after Pencils secures the documents, the ex-cop encounters two murders aboard his ship, the USS STEVENS, and is appointed to lead the homicide investigation.
